What does the Town of Chesterton intend to do this year and next with its
share of the revenues of the county economic development income tax (CEDIT)?
Pretty much what it’s done with those moneys in the past two years.
At its meeting Monday night, the Town Council voted 4-0 to adopt a capital
projects plan in the form of a resolution.
President Sharon Darnell, D-4th, was not in attendance.
Under state statute, a municipality is not eligible to receive CEDIT funds
until it has completed such a plan, which must include a general description
of the project on which CEDIT funds would be spent, an estimated cost of the
project, an identification of all funding sources for the project, and a
construction schedule for the project.
The council may at any time revisit the plan and revise it, so long as that
plan provides for the expenditure of at least 75 percent of the CEDIT funds
which the town expects to receive in a two-year period.
CEDIT funds are distributed to the county’s 11 incorporated municipalities
on a per capita basis.
2006 Projects
Under the plan, the council has earmarked at least 75 percent of the
projected $603,072 which it expects to receive in CEDIT funds this year for
the following projects. Each project will be funded exclusively with CEDIT
funds.
•The upgrade of the Chesterton Police Department computer program and voice
logger system, which includes the lease, upgrade, and maintenance of the
Indiana Data and Communication System, the so-called IDACS computer link
which allows police officers on the street to run license plate numbers and
access other information from centralized databases. Estimated cost:
$34,032. Purchase and installation from March through June.
• The remediation of the former underground storage tank facility located
behind the town hall at 726 Broadway. Estimated cost: $25,000. Planning,
development, and any construction from February through December.
•The purchase, lease, upgrade, and repair of computer hardware and software,
wiring and networks, and communication access systems used to connect with
computer networks or electronic gateways, as well as the repair and upgrade
of municipal buildings. Estimated cost: $50,000. Planning and development
from February through May, with purchases and installation from May through
December.
•The operating expenses for the planning and implementation of unspecified
economic development projects. Operating expenses: $125,500.
•Unspecified sidewalk projects. Estimated cost: $30,000. Planning and
completion from May through October.
•Unspecified paving projects. Estimated cost: $200,000. Planning and
completion from May through November.
2007 Projects

projected $603,072 which it expects to receive in CEDIT funds next year for
the following projects. Each project will be funded exclusively with CEDIT
funds.
• The upgrade of the CPD computer program, which includes the lease,
upgrade, and maintenance of the IDACS link. Estimated cost: $9,032. Purchase
and installation from March through June 2007.
• The remediation of the former underground storage tank facility located
behind the town hall. Estimated cost: $25,000. Planning, development, and
any construction from February through December 2007.
• The purchase, lease, upgrade, and repair of computer hardware and
software, wiring and networks, and communication access systems used to
connect with computer networks or electronic gateways, as well as the repair
and upgrade of municipal buildings. Estimated cost: $50,000. Planning and
development from February through May, with purchases and installation from
May through December 2007.
•The operating expenses for the planning and implementation of unspecified
economic development projects. Operating expenses: $150,500.
•Unspecified sidewalk projects. Estimated cost: $30,000. Planning and
completion from May through October 2007.
•Unspecified paving projects. Estimated cost: $200,000. Planning and
completion from May through November 2007.
