INVITATION
FOR BID
Construction of
the Kensington Interlocking
Improvement
Project
The Northern
Indiana Commuter Transportation District (NICTD) is seeking sealed bids from
qualified contractors for Construction of the Kensington Interlocking
Improvement Project located at Kensington, Cook County, Illinois. All bids
must meet NICTD’s material specifications, as more fully described in the
Technical Specifications, Plans and Drawings, dated January 25, 2010 of the
Bid Packet.
A Pre-Bid meeting
will be held to discuss the work in further detail and to answer any
questions that the Contractor may have at 10:00 a.m., local time, Tuesday,
February 23, 2010 at 601 N. Roeske Avenue, Michigan City, IN 46360.
Attendance is strongly recommended.

Bid Packets are
to be requested by either fax or email. Your request should include the
company name, address, phone/fax numbers, email address, the individual’s
name to respond to and either a Federal Express or UPS account number that
can be utilized for shipping and billing purposes. Information regarding
this Bid, including the results, can be found at NICTD.com. (Go to Info then
Purchasing)
Contractors will
only be provided one copy of the Bid Form Packet, which includes the
Technical Specification in CD format. The contractor will be responsible for
the printing of all documents with the exception of the Contract documents.
Bids, one (1)
original and three (3) copies shall be submitted in a sealed opaque envelope
clearly marked: “BID FOR KENSINGTON INTERLOCKING” which shall be contained
within an outer shipping envelope and received at:

Bids will be
received not later than 2:30 p.m., local time, Friday, March 19, 2010, at
which time they will be publicly opened and read aloud. Bids received after
the above stated time and date will be returned to the sender unopened.
NICTD has
established an overall Disadvantaged Business Enterprise (DBE) Goal of ten
(10) percent. Bidders shall make good faith efforts to meet or exceed the
District’s Goal. Davis-Bacon Act requirements are relevant to this contract.
NICTD reserves
the right to reject any and all bids and/or waive minor discrepancies,
omissions, variances or irregularities in any bid, provided it is in the
District’s best interest to do so. No Bids can be withdrawn for a period of
ninety (90) days after the bids are opened.
