INVITATION FOR
PROPOSAL
Weekday Passenger
Boarding and Alighting Count
The Northern
Indiana Commuter Transportation District is seeking sealed Proposals from
qualified firms to conduct Weekday Passenger Boarding and Alighting Counts
at each NICTD station during either the spring or fall of 2011 as more fully
described and defined in the Proposal Packet, as prepared by the District.
All Proposals must meet NICTD’s specifications as further described in the
Proposal Packet.

Packets, including specifications, are available between the hours of 8:00
a.m. and 4:00 p.m., local time, at the following location:

Proposal Packets
are to be requested by either fax or e-mail. Your request should include the
company name, address, e-mail address, phone/fax numbers, and the
individual’s name to respond to. Information regarding this Proposal,
including the results, can be found at nictd.com (Go to Info then
Purchasing).
Proposals, one
(1) original and four (4) copies, shall be submitted in a sealed opaque
envelope clearly marked: “WEEKDAY PASSENGER BOARDING” which shall be
contained within an outer shipping envelope and received at:

Proposals will be
received not later than 10:00 a.m., local time, Tuesday, February 22, 2011.
Proposals received after the above stated time and date will be returned to
the sender unopened.
NICTD has
established a Disadvantaged Business Enterprise (DBE) goal of ten (10)
percent. Proposers are required to make good faith efforts to meet or exceed
this goal.
NICTD reserves
the right to reject any and all Proposals and/or waive technical defects if,
in its judgment, the interests of NICTD so require. NICTD reserves the right
to accept any Proposal within 90 days after the time of the opening of the
Proposals, during which time no Proposal shall be withdrawn. NICTD reserves
the right to enter into negotiations with the most responsive and
responsible proposer without conducting interviews with any proposer if, in
its sole opinion, the best possible proposal has been received and
interviews would not be productive.
