INVITATION FOR PROPOSAL
Weekday Passenger Boarding and Alighting Count
The Northern Indiana Commuter Transportation District is
seeking sealed Proposals from qualified firms to conduct Weekday Passenger
Boarding and Alighting Counts at each NICTD station during either the spring
or fall of 2011 as more fully described and defined in the Proposal Packet,
as prepared by the District. All Proposals must meet NICTD’s specifications
as further described in the Proposal Packet.
Proposal Form Packets, including specifications, are
available between the hours of 8:00 a.m. and 4:00 p.m., local time, at the
following location:

Proposal Packets are to be requested by either fax or
e-mail. Your request should include the company name, address, e-mail
address, phone/fax numbers, and the individual’s name to respond to.
Information regarding this Proposal, including the results, can be found at

Proposals, one (1) original and four (4) copies, shall be
submitted in a sealed opaque envelope clearly marked: “WEEKDAY PASSENGER
BOARDING” which shall be contained within an outer shipping envelope and
received at:

Proposals will be received not later than 10:00 a.m.,
local time, Tuesday, February 22, 2011. Proposals received after the above
stated time and date will be returned to the sender unopened.
NICTD has established a Disadvantaged Business Enterprise
(DBE) goal of ten (10) percent. Proposers are required to make good faith
efforts to meet or exceed this goal.
NICTD reserves the right to reject any and all Proposals
and/or waive technical defects if, in its judgment, the interests of NICTD
so require. NICTD reserves the right to accept any Proposal within 90 days
after the time of the opening of the Proposals, during which time no
Proposal shall be withdrawn. NICTD reserves the right to enter into
negotiations with the most responsive and responsible proposer without
conducting interviews with any proposer if, in its sole opinion, the best
possible proposal has been received and interviews would not be productive.
